In terms of pure HP probably, but shields are meant for the regen.
Armor doesn't regen near as fast, especially without any additional module.
While I think there is some merit to the notion that shields are not performing as well as armor, I don't think that this partucular case is much of a factor.

Compact or any other triage hive, or a triage logi. You'll definitely withstand the first attack, eliminate the attacker, and step back to get repped by hives or logi. At a repair rate on par with or higher than the usual shield regen rate, plus a higher hP pool to draw from. (75 hP ferro vs. 66 hP Shield). Stepping on or surpassing shields' capabilities. You are comparing two players to one shield player.

Whilst shields do have better regen you have to take yourself out of the fight for a short while to ensure its not interupted. Reducing that downtime requires regulators which uses up space in your lows. A couple of ferroscales paired with some complex repairers does almost as good a job it seems to me. Yes, you have to use cover as a shield player. Its part of the job.
But guess what? After a relatively short time behind cover, you have fully regained your shields, while that armor player you have been attacking hasn't gotten all his armor back.
Its the nature of armor vs shields that is at the heart of the issue, not one particular armor module overshadowing one shield module. As a matter of fact, given the utility of LS modules, you are giving up more in terms of what you not equipping because of that LS module (Kincats, Dampening, Cardiac Regs etc) than what you would with Shields in the HS.
